saw during one of my visits in Mass. a car with a green flashlight on top.

saw during one of my visits in Mass. a car with a green flashlight on top.
Can somebody explain what this means and who is allowed to drive with such a
light. In my country (Belgium) we have only two types of flashlight. Blue is
for ambulance services or police and a orange color for highway workers or
other warning purposes.
who can tell me more?
