When I received my 3660 (yeah, I know it's an older phone) the same thing
happened to me. When I called T-Mobile, they told me it was because they had
set up my account as a "data only" account. They changed it while I was on
the phone and it worked fine within minutes.

Hopefully that is all it is but have you tried getting through to t-mobile
lately? I spent 30 minutes earlier listening to the bloody music plus I had
to pay for the call since I cannot make it from my t-mobile phone.
I've sent them an e-mail, they replied to one before the next day, hopefully
this will be the same.

It sounds like they have not provisioned your account properly. Call them
and have it done.
