I thought you could send a picture to someone without Vision. I thought
there would be a charge. Today I find out I can not send a picture from the
phone unless I have Vision. I was mislead. Bummer
Ask questions prior to purchasing or leaving the store. It is very clear
about this.

I suspect the ambiguity of language here is the problem. You can send a
picture to someone without vision.
Alice doesn't have Vision. She doesn't have Sprint. She does have a
Hotmail account. She is "someone without Vision."
Bill has a Sanyo 8100. He has vision. Bill sends an email to Alice's
hotmail account. He has successfully sent a picture to someone without
vision.
