Will the new treo 650 will work as a modem for my laptop using pcs
connection manager like my sanyo 4900.

Out of the box, no. And while there is a workaround, you shouldn't use
it as it violates the T&C to use your Treo 650 that way. And you
*definitely* shouldn't go here:
