My laptop cannot properly use DUN with my treo 650.  I'm not sure what
the cause of the problem is, but I can't seem to find a cure.  Does
PDAnet have software to allow for dialing through the hotsync cable or
some other method that doesn't require bluetooth to be working?

Yes, actually, the same PDANet software that is used for bluetooth
connections, can be used for to connect via the hotsync cable.  However,
you will need to install Palm desktop on your laptop for the cable
connection to work.
