This was unexpected - I was told that the Sanyo 4900 phone got a
signal, and a dial tone down in Buenos Aires.
But all attempts to dial failed - presumably because some arrangements
or roaming plans need to be added to the Sprint plans in the US -
anyone here in the US with SprintPCS service and a US phone, able to
use their phone to dial (or to receive even local calls in Buenos
Aires)?

Amazing! Not the roaming in Buenos Aires part, but the fact that your
cellphone gets a "dial tone!" ;-)

I spent hours on the phone with Sprint International before
I went to South America a few months ago, updated software and PRL, made
arrangements, and could never actually complete a call.
Invariably I got a nice spanish lady telling me that it was not
possible to complete my call as dialed---although dialing the same thing
on my wife's Cingular phone worked just fine.
Sprint also claimed that their phone would work on the cruise
ship, but the cruise ship had never heard of that idea at all.
E-mailing Sprint got me advice to call the International
number--as if somehow I could magically make a call!
There are plenty of places marked "Locutorio" where you can
make a call home cheap. Plan on using them.
