I have heard that t-mobile will unlock phones if you have been a customer
for at least 90 days. Is this true?

I think that that is the stated policy. I got phones unlocked the day I bought
them from T-Mobile.

Yes. You probably don't even to wait out the 90 days (I didn't).
After all, if you've signed a contract they've got you by the short
ones anyway.
