I am trying to match up the maximum intelligence of someone willing to sell
brand new RAZRs for $40 each and the minimum intelligence required to
succeed at putting something in a box and mailing it.  I'm just not seeing
it, so I'll pass on this one.

What you are seeing is a scam. You send the jerk $40, and you get nothing,
certainly no RAZR.
