SIM cards don't affect reception on a phone do they? I know someone who
was told that if they bought a new SIM card, it would have new hardware
that would help the phone pick up better reception. True? Not true?

This is the correct answer!
The SIM card just carries the profile of the user, information like phone
number and cellular market among them. Also most SIM's also carry the phone
book or have the ability to have a phone book copied to it from the phone.

A SIM card is just a memory card.
Customer service reps have a habit of telling customers to try getting a new
SIM card to fix problems that couldn't possibly be caused by the SIM card.

SIM cards do sort of look like those fake "antenna booster" patches
that scammers/spammers try to sell you, so I can see how somebody who
wasn't too bright might get confused.
The SIM card isn't involved in the RF side of your phone at all. Now,
if you got a SIM card and switched carriers, then that might help. But
that's not the same thing at all.
