Number not a working number -  Message 31CL?

Apparently my wife's phone fell off the network.

How long before voice mail works again?  Shouldn't the system be able
to tell that the phone is not on the network?

Is the system really working "as designed" as T-Mobile claims?

I called her from a land phone, there was no reception, and she turned
the phone off.  Its been like this for hours.

Does Verizon's system and Cingular's also do this?  What about the old
TDMA network?

How about explaining what you're talking about?  What do you mean "her
phone fell off the network?"

What I meant by falling off the network is no reception.

Customer service claimed this message is normal if one is in a weak
reception area.

It turns out this is false in our case.  If my wife turns off her phone
at home, where we have lots of bars, the same thing happens.  Is this
the phones fault?  Or some switch that won't let go?

They wouldn't fix it when the reception was bad, but now that the
reception is good, they gave me a new voice mail box.  They said I was
on the old system.
