When you buy a pay as you go phone are you required to register your
name on the account, or can you just activate the phone anonymously
and buy minutes with cash?

The only identification that is required is your date of birth.
And you can lie about that.
Just remember the date you gave.
If you ever want to make changes to the account, you'll need that
information.
You can buy minutes at lots of places without presenting any i.d. as long as
you pay cash.
