If I purchase a phone for the T-Mo To Go prepaid option, can I use it later
on for my contract account by swapping the SIM? Or does T-Mobile lock the
handset in some way?

Not locked other than SIM subsidy. You are more than free to switch
between TM SIMs all you want.
