Roaming in the British Virgin Islands

What is the situation with roaming in the BVIs for T-Mobile users?  Any
suggestions for economical alternatives?

The only carrier is CCT Boatphone, which does GSM 1900 and is supposed
to have a roaming agreement with T-Mobile.

Since they are a monopoly, their rates are very high.  If you poke
around on the web, you'll find some suggestions about activating a
cell phone with a local number which may be cheaper if your phone is
unlocked and can accept a CCT SIM.
