Sorry, I am in the USA.
And, I assumed this was a T-Mobile newsgroup! I have T-Mobile service on the
phone whose number I wanted to change.

This is a question that I am not too certain about, and I worked for
T-Mo as a CSR for 3.5 years, though in the post-paid side. I know that
there is a charge on post-paid to change numbers, and no guarantee that
the number has never been used, as the numbers basically come up in
random as to what is available. It MAY be that a rep wouls be able to
tell you if a number had been ever assigned as a pre-paid number,
however as they do not have access to the post paid accounts side, it
is no guarantee it was not assigned before in post-paid. I wish there
were an easier answer, but the post paid reps did not have access to
the prepaid accounts either. basically as the other person said you
can always switch the number again if need be. As inconvenient as it
seems, t-mo is assigned the numbers available by the landline
companies, and as more and more people get phones, or need numbers for
fax, data, etc. it puts a premium on available numbers and makes
getting fresh ones very difficult. viva la progress? :-)

Yes you can change the number. However I don't think you can specifically
request a number never used before... I'm not even sure T-mobile has such
numbers. They only have so many in each area code, and those are always
recycled some time after being given up...

No charge, change as many times as you like. If your new number also
getting unwanted calls, you can always try again!

Replying to my own posting due to something I just found out....

Anyway this was the case until recently. However..... Just today I
received two prepaid SIM cards I bought on eBay for my relatives that are
going to visit from overseas (so that they don't pay arm and a leg for
roaming). I called t-mobile twice (once for each card so that I wouldn't
have to explain to them why I have two at the same time) and asked to
change numbers to local ones.
This is at least the third time I've done that for people visiting from
overseas, so I was fairly familiar with procedure. They were happy to do
that, and as usualy they read all those legal disclamers "your voice mail
will be reset, all messages deleted, your balance will transfer over,
phone may be unusable up to 24hrs, you'll get free sms with new number,
blah-blah-blah"... However at the end of this all there was something new
- "You will not be able to change the number again for 6 months!"...
OOPS!. Haven't heard this one before (and in fact I did change numbers
three (!) times in 6 months on one of the previous prepaid cards I
had)....
So, I asked if it was a new policy. They weren't sure (apparently both
reps haven't worked there for too long), they just told me that's how it
was...
Does anyone else know anything about this? Is this true, only one change
in 6 months? When was it implemented? Hm...

Yes, that has been policy for at least several years. What has NOT been
policy is how soon you can change the number the first time. You can
usually do that right away, contrary to what the agents on eBay would have
you believe.
