They are locked. T-Mobile will unlock it if you have an active post-paid (I
assume prepaid doesn't qualify) account. If not, you have to pay someone to
give you the unlock code, like a web page or local shop that offers
unlocking service.

Generally phones are locked to wherever the phone was purchased. If
you purchased it from T-Mobile/Voicestream it generally is locked to
them. Likewise if it was originally on Fido, Cingular, AT&T or pretty
much anyone else it will be locked to them as well. You'll likely
only be able to use whatever company's SIM came with the phone.

T-Mobile USA is very good about unlocking phones. If you have been a
customer for a couple of months or so, send an email to
simunlock@t-mobile.com
Provide your name, account number, mobile number, and the IMEI of the
phone. I told them I wanted to use local SIMS in Europe, but that may
not be necessary. The phone has to be a dual or tri-band to use
outside of US and Canada.
Read and follow the directions very carefully when they respond.

I've unlocked more than a couple 3390's (which are single band GSM1900) with
no problem. I've unlocked my S105 (tri-band) and R225m (dual-band) with no
problem too. All I do is say "I would like to unlock my _____" and I
provide my information. I've done it that way ever since I signed up with
T-Mobile and they always give me the unlock code.

900/1800/1900. Most of Ericssons that are "world" phones have been
triband. The last major one that Ericsson had that was only dual band
was the T28W.
