Roaming Charges

Steve,
In the US, I know Verizon does (or did last time I checked).  They had
America's Choice and a Nationwide something or other.  America's Choice
allowed you to roam on other networks like Sprint without charge but it did
charge for non-roaming partners.  The map of roaming without charge is
substantial so that's why I mention it.  For go anywhere without roaming
there was a Nationwide plan.  All Verizon plans are costly compared to
T-Mobile.  Also, Verizon is CDMA, not GSM.

No.  There are other carriers that offer plans with no roaming charges
as well as local only plans.

Most every carrier around has a nationwide plan or something similarly
named that carries no roaming charges.

No, Cingular, Verizon, Sprint, and AT&T all offer no-roam plans as
well.  They're more expensive than T-Mo, but generally offer more
complete coverage as well.
