Best way to sign up for prepaid?

I'm thinking of buying a Motorola V195 t-mobile phone on ebay. Consumer
reports says that is the best phone for t-mobile. The phone doesn't have
a SIM card. T-moblie says I will need a $50 prepaid activation kit that
will include a SIM card. New SIM cards can be bought cheaply on ebay.
Will I still need to get the $50 activation kit if I buy a SIM card on
ebay?

Short answer. No

As long as the SIM card is activatible on T-Mobile, i.e. not a dead or
expired SIM card, all you need to do is call T-mobile and go through the
activation process that comes with the card.

If a SIM card has never been activated, does it have an expiration date?

T-mobile had this phone on closeout in Virginia, December '06 for $69.95
with 30 mins. of airtime; I bought one.  This is a quad band phone GSM
phone..  T-mobile will give you the unlock code after your account has been
open  for 90 days.

Be careful.  You can buy a SIM on eBay, but if it is not "activated"
already, T-mobile will want $50 for an activation kit which you can do over
the phone.  Better are the "pre-activated" SIM's which should have some
value left, $10, $30, etc., and at least 30 days left on it, and then change
it to a local phone number.

If you insist on new, you can go to Wal-Mart and buy a new prepaid phone
(like the 6030) for about $28, activate the SIM, put it in your v195, and
then either keep the 6030 as a spare (it's a good performing phone), or sell
it on eBay.

Nope, just buy it on eBay and call in to have the areacode changed.
Check ahead of time to see what areacodea re local to you; it's not
unusual for their pool to be empty in one or more codes.
