That should be fine. "T-Mobile Web," T-Mo's lowest-end data plan, while
unlimited in data transfer, is port restricted- e-mail ports are open (POP,
IMAP, SMTP) and web-browsing is done via a proxy server at
216.155.165.50:8080. Transfers via the proxy are limited to about 1MB,
so you can't download large files or giant webpages.
> I may opt for a GSM capable PDA.
Just don't tell T-Mo that! They don't support T-MoWeb on "advanced data
devices" (smartphones/PDAs) although the service works fine on them once
configured to use the proxy. Streaming audio/video, FTP, usenet NNTP at
port 119, etc. won't work as the appropriate ports are closed.

I did it for years until I bought a PDA phone. (I actually used to
tether via IR before I bought a BT phone!) I also tether my laptop
whenever I get stuck in a hotel that still charges for Wi-Fi.
> Does TM block that kind of connection?
No, but the tethered device is under the same restrictions obviously,
ports are blocked, your device's browser must be configured to use the
proxy, and downloads are limited to 1MB. You won't be downloading any
Vista Service Packs over T-Mo Web! ;-)
But even with the limitations, T-MoWeb is the best value in mobile data,
IMO.
