Not sure if this is the best group, so forgive any irrelevancy.
I have prepaid T-Mobile service with a Sumsung T219, primarily for emergencies
and (rare) travel.
I've only received one call in the six months I've had it - I'm not a heavy
user!
I found the Samsung "PC Studio" program, which seems a lot easier way of
administering the contacts that punching 'em in via the phone's keypad.
It also gives me the ability to add custom ringtones and picture IDs for
individual callers. So I took the one person who ever called me, downloaded
an .mp3 file as a custom ringtone, downloaded the person's picture resized
downward to something like 300x300 pixels, and associated both with that
particular contact.
In a test call from the person, sure enough the ringtone in question was
presented, but at least on the outside screen of the unit there was no
indication of the person's picture. I didn't open it up to actually answer
the call. But am I misunderstanding the intent of using a customized .jpg
file? It seems one would want to see who's calling in the little external
screen; it doesn't particularly add any benefit if one has to answer the call
in the first place to see the image on the main screen.
So what am I misunderstanding or doing incorrectly?

Yes, T-Mo's prepaid phones include SIMs.
