Tmobile and "Law Offices of Mitchell N Kay, PC"

I friend, in the US, received a letter from
"Law Office of Mitchell N Kay, PC"
offering to allow the individual to repay their balance in installments or
take a 'settlement offer' equal to half the balance.
At this time, their appears to be no 'threat' made.

I did some research myself on the firm, and found that they have been in
trouble in multiple states over FCRA violations and other problems resulting
in class action suits, and then a settlement.

What have TMobile customers experiences been?

Is this a legitimate offer?

As a T-Mobile customer I can say that I've never been contacted by that,
or any other, law firm regarding the offer you describe.  But then, I
pay my bills in full and on time because I'm not a deadbeat.
