Yes and no. Yes, the 1800 frequency is used in the UK. No, because your
T-Mobile USA phone is SIM locked to T-Mobile USA, that means presently it
only works with T-Mobile USA sim card. You can ask for the SIM unlock code
for free after you've had the service for 90 days by calling the T-Mobile
ToGo customer care at 18008777782106. After that, make sure that the UK
carrier that you will be using the phone with operates on the 1800Mh
frequency.

As a tri-band phone with US bandplan, this phone only has one (1800 MHz -
the secondary, or "Expansion" band) of the two European GSM bands. You
will likely be able to roam in UK only because there are so many carriers
that probably have roaming agreements with T-Mobile - but be prepared for
coverage gaps in areas where there are only 900 MHz towers.
The same holds for a UK SIM depending on location and carrier ... AFTER
you get the phone unlocked by request from T-Mobile, to remove the subsidy
lock.

Had excellent results with Vodafone PAYG in UK last summer. I bought it
online from Expansys for about US$12, and it was shipped directly to me in
the US. You can get similar deals on eBay.
If you can wait, buy them locally. I've already seen a message in this
thread recommending Telestial. They (and other similar ones like Cellular
Abroad) are good, but expensive; charging at least 3 times what you would
pay for a starter kit when purchased abroad. You are paying for the
convenience, which may or may not be of value to you.

Woops. Missed that in the OP. Forget about international roaming, then; he
will have to buy a local prepaid SIM for his destination.

T-Mobile has been adding international roaming for prepaid ustomers. You
can roam in Canada and Mexico currently (at $0.69 and $1.49/min
respectively), and apparently roaming in Europe is also in the works.

I can confirm my T-Mobile SIM is able to connect to Rogers' network in
Canada, and that I can check my account balance.
I didn't waste any money trying a phone call though (I have a Rogers SIM
as well)

Yes, have never heard of TMO unlocking prepaid phones. He will have to get
it unlocked by a third-party service, then.

And you specifically mentioned that this was for a pre-paid phone? If
they still say 60 days then have them go back and read StreamLine a
little closer.

Yes. The first guy I talked with at one of the T-Mobile locations about the
prepaid plan said after 60 days they would unlock the phone. The guy I
actually got the phone from at another location said 90 days.

TMOBILE will ABSOLUTELY Unlock a Prepaid Tmobile branded phone. He will have
to have been active online at least 60 days and have made at least one
refill. That was the rules latest I heard. I have 7 TMO2GO phones and get
phones unlocked on my TMO2GO lines all the time. After the initial Unlock,
you can unlock 1 phone per line every 90 days and must have topped off
within that period.'
(Note: from what I have been seeing, as long as phone active they have not
pressed the Topped Off issue lately, but that is the established policy)

I stand corrected. I checked today and the policy was changed in
August.
