Could anyone recommend where/what to buy wrt hardware and software for
unlocking Nokia/Motorola/Sagem and Samsung phones?

Is the Tornado from completegsm.com a good buy?

Is unlocking all you want to do?

Tornado is a good flasher, and is basically a cut down Twister which means
you won't be able to deal with card phones etc. If you decide you do need
the ability to unlock cardphones as well, have a look at
www.twisterflasher.com for info or www.gsm-solutions.co.uk for the UK
reseller.

Unlocking is the most important thing.
Although flashing would be very useful too.

UFS-3 is fine for what you want (except it doesn't do Sagems)

For Sagem you need the dongle with JIGs, but you do have to dismantle the
phone
