Im interested to find out any information regarding the sending of
data using gprs.

I have been given a task to develop a system to develop a hand held
application on a windows ce device. I have no idea on how connection
to internet or webservices work.

Can anyone please help me with information on the most reliable
connection methods for hand held mobile devices (not phones)
