orange tariffs say for 'canary'
a.. 200 cross network anytime minutes
a.. 50 Orange-2-Orange Off Peak Minutes

whats this mean? can it be used as 250 minutes to other orange phones?

Yes you could use the whole 250 minutes to other Orange Mobiles.

It means you get 200 anytime any networks and an additional 50 minutes
which can only be used for orange-orange off peak calls. If you make a
call in the evening and it's to an Orange phone your 50 bundle will be
decremented first, before your 200 are eaten into.
