This would certainly be possible, but not as simply as you suggest. If
you've used it, you have more chance of seeing what is happening than
anyone else.
I would think that you would make VoIP calls from a phone set up to do
so, with client software installed and account details entered, and
logged in to either bluetooth or wifi networks or over wap/grps, so it
would be surprising if this spontaneously works without any input from
you and gives you free calls.

Well, i think some default account details are pre-installed into the
dual sim card, although i never requested anything and im not being
charged for any such account. Also, the phone is definately not using
bluetooth or WIFI - so it seems only WAP/GPRS is the only option.
Would be interested to hear other people opinions..

I wouldn't have thought wap/gprs offered enough bandwidth to make
intelligible VOIP calls

I very much doubt that you could make a VOIP call over GPRS. It won't
be WAP - that's a protocol for displaying pages, but it normally runs
on top of GPRS and is sometimes charged more cheaply.
In my experience, GSM 3G is not fast enough for VOIP, though it is
nearly good enough for Skype. To make a voip call you really need a 3G
connection, but you don't get unmetered 3G GPRS on Orange PAYG.
I suggest you check your balance carefully, because this could end up
being very expensive one way or another.

No, it's a shitty, useless idea. A dual sim in nothing like as useful
as two phones. It is also inconvenient and unreliable.
