Calls to French mobiles via an 0870 number?

Does anyone please know of an operator who provides access to French mobiles
via an 0870 number i.e. so I could access the service using my O2 inclusive
minutes.

I can confirm that these numbers work, which is great, but curiously only
during the week.

Can anyone think of a reason why they don't work at weekends when spare
network capacity is greatest? Also, more importantly, does anyone know of
another similar 0870 service which does not have such a weekend restriction.

The reason why some destinations are not available at weekends via 0870
is that the revenue at weekends is less than during the week because
the price of calling an 0870 is a lot less at weekends.
