Technically, the answer is yes, as you can get an unlock code from the
network you obtained the phone from.

However, if you mean, can it be unlocked without going via the network
(eg if you aren't the original purchaser/registered owner, or you
bought it from 3 and don't want to pay over 100 quid to unlock), the
answer is no.
