Only 4 bidders and 4 bids, 2 of which have changed ID within 30days and one
has decided to keep their feedback private. All very odd. The first bid
seems genuine.

Some sort of a scam - the winning bidders last feedback was in 2004,
so I suspect his'her eBay account has been hijacked.
Unlikely I know, but perhaps the scammer is hoping that greed will
overcome commonsense and the seller will ship the phone on the promise
of undreamed riches!

Isn't this the result of a declined post abroad? The revenge of the
scammer, if the seller declines to post abroad, the scammer uses hikacked
accounts to out-bid everyone so no-one genuine wins the phone. Then the
seller re-advertises and the whole cycle begins again. I guess the scammer
hopes the seller will eventually give in and agree to post abroad, at which
point they lose the phone and don't get any payment for it.
If you scan through things like mobile phones you see a lot of them get
outbid astronomical prices and then the bidders accounts are deleted.

That's why you just block bids from them, and remove their bid(s) when you
feel like it. Persistence with the above method is not, I would hope, entice
the seller to finally give up and send the phone abroad*!

That's a fairly common tactic used by scammers on eBay.
Scammer uses two or more compromised accounts to nuke the listing ... i.e
bid it up so high as to guarantee winning.
Once they win they use one of the usual scams ... compromised Paypal /
credit card account, Western Union, etc etc.
