Most of the time I don't think you even need that either.
Given callthrough calling card and callback services, whether in ones
own country or roaming, the only time this is likely to add any benefit
is for calling Skype contacts that don't have a SkypeIn number.
For those that like Skype, there seem to be Skype clients that run in a
smartphone, or a couple of wap/gprs methods of setting up remote
calling via Skype In and/or Out, but these latter ones need the PC on
at home, just as this appears to do.

Or if you are a Skypein subscriber you could use
http://www.prettymay.net/. It is software that answers incoming calls
on your Skypein number from recognised CLIs and then allows the caller
to place an outbound Skype call. So, call into your own Skype number
from your mobile and then place an onward outbound call.

Well there are plenty of callthrough providers, some with a wide range
of destinations from inclusive minutes, so that hardly seems necessary.
My SkypeIn/Out is diverted to a mobile, which is a lot more useful
