Can I call 0800 numbers free or do they come out of inclusive minutes?

And what happens with 0870 numbers?

Please ignore my first post - 0800, 0845, 0870 are *not* free on most
O2 tariffs; but they *do* come out of inclusive minutes on most O2
tariffs.
