Some networks are actively embracing VoIP. 3 for example.
Orange also a combined GSM/VoIP products called "unique". Times are
changing.

I still have to check their offers. However the real breakthrough of VoIP is
that once you have a phone that connects a hotspot, you can choose to route
your calls via a different platform, skipping the mobile network altogether
in favour of cheaper options (unless they make it just as competitive, that
is).
