I'm on a 12 contract with Orange with 100% cashback from CPW. I have to
pay £30 a month.

I've had my first bill and I'm being charged a £1.50 billing charge. What
exactly is this? If I cancel it are Orange going to stop sending me bills
and make me inelligible for the cashback?

A charge for itemised billing of £1.50 per month, including VAT.

You'll still get a bill, it just won't list all of your calls.

Cancelling itemised billing doesn't disqualify you from cashback (unless the
T&C specifically say you have to have it). And if you sign up for online
billing, you can see your call record on screen (and print out if you like).
