You can email them with your IMEI, and they will send you a very small
application which you install on the device and it gives you the ability
to turn certification on and off at will.

Try this instead, worked for me

Using the signed regedit you can remove the application unlock and then run
the cert.cab and run the sim unlocker without going through the Orange
website route.
If you don't have an Orange SIM it will keep flashing up a screen asking
for an unlock code, you can use "Pocket Controller" on a PC via activesync
to kill the "simlock.exe" task (it will restart if you power cycle the
phone). Whilst this won't undo the operator lock, it will at least let you
access the phone to do all the stuff you need to do in order to remove all
the locks.
The regedit programme is useful later on for customisation, see
