All these are pretty basic and inexpensive (and pretty similar to each
other):

Nokia 1110
Nokia 1110i
Nokia 1112

I have a techno-phobic relative with one of these who is able to
successfully make and receive calls.

You can buy them SIM free (i.e. able to accept any SIM including the
existing Orange SIM you have) from a retailer such as expansys.

OR (and this is sometimes cheaper) buy them from any mobile phone shop
bundled with an Orange PAYG SIM which you then discard or sell on ebay. It
must be an Orange bundled/branded phone, otherwise it may be 'locked' to
another network. You then put your already existing SIM in the phone.

Nokia 1100. My Mum uses that and she doesn't understand even the most basic
of technology.
There's no volume control tho, that seems to only be on higher spec phones.
Why do you need one anyway?

I'd like to add a further suggestion in addition to the Nokia one
thousand series models already mentioned elsewhere in this thread.

Yesterday I bought myself a little Sony Ericsson J100i.

It's a small phone, but the keyboard is nicely spaced and easy to press
(grippy, responsive and feels good to press).

The display is what seems to be small, but the text size is actually
quite large, and the display doesn't contain distractions - it's
generally one thing at a time, either a very large single unambiguous
icon (with the name of the thing underneath) or it's just the name of
the thing you're doing.

The colour used in the screen display is quite intelligently used for
the most part, to assist rather than to merely decorate.

The 'joystick' feels robust and usable, and it makes a lot of sense, as
it doesn't go into deep levels, as there aren't any, so the icons are
actually inset into the joystick ring.

Held next to a K750i, the physical dimensions are about the same, more
or less. The shape is very handle-able, and the battery life is
(reportedly) good (I've only had mine overnight so far). It also uses
the more recent SE charging connector, which I find handy.

The power-on or off consists of pressing the hang-up (red,
right-hand-side) key for a short interval, and it doesn't take forever
to start, or confusingly make you think it hasn't started yet or has,
or maybe, or maybe not yet. It's probably just about the least
confusing phone you can get (along with the Nokia 1000 series mentioned
elsewhere).

It's a basic straightforward phone, makes calls, keeps all the numbers
on the sim, does texts, has a handful of pretty blimmin' loud ringtones
including a sensible old phone sound (there's also vibrate), and can
also do a few alarms to remind you of things.
