Are T-mobile throttling 07744 numbers? They are intimately engaged on T-mobile, and permanently engaged on Virgin Mobile. On Orange they are all ok. Maybe the reason you get busy is nothing to do with your UK network operator, but reflects a lack of capacity on the cheap and cheerful overseas carrier you're trying to use at their interface to the UK network.
