I just got a new global sim which allows me to select which UK network to
use. While seeing which network I could get in my area I notices as well 5
usualy networks there was one called UK-86 anyone know what this actually
is? done a google search with no results. Could it be some kind of private
system for police?

The definitive list for UK MCC/MNC codes for UK mobile networks is on
the Ofcom web site is at:
http://www.ofcom.org.uk/telecoms/ioi/numbers/numbers_administered/#mnc
This is updated weekly where possible according to the above link and
the actual link for the codes is at:
http://www.ofcom.org.uk/telecoms/ioi/numbers/numbers_administered/mnc.xls
(Microsoft Excel required to view).
No entry for 234-86 at the moment which seems strange if you can see
this on a network scan.

Perhaps an email to ofcom with date/time/location details to report this
sighting of 234-86 and to enquire as to who is the operator?

Do you live anywhere near where one of the UK networks is based? If so, this
could well be one of the test-bed networks : Orange have a self-contained
"test" network in North Bristol which can be picked up within the immediate
vicinity. Because it's a self-contained "micro network" (may well even only
be a couple of mini-indoor BTS), I understand that there's no need for a
separate licence (or that it falls under the existing one).
I would imagine all the UK networks have similar facilities at their
technical bases to allow "new" services to be trialled before they're let
loose on the live network...

Jon.
