If a T-Mobile contract number is unconditionally forwarded to another
network mobile number (EG *21*nnnnnnnnnnn#), do any incoming calls come out
of inclusive minutes, or are they billable?

If you divert your phone to a landline or another mobile and someone calls
you, you will be charged 20p per min for the duration of the call that was
diverted. It will not come out of the Flext allowance. But if you divert
your phone to another mobile on your account, then it does come out of the
allowance.
