Most mobile networks now charge according to the charges the mobile is
CURRENTLY on, therefore, calling from orange to an orange number that has
ported out to vodafone will be charged a Xnet rates. calling from orange to
a vodafone number that has ported into the orange network will be charged at
on net rates
however I beleive landline service providers still bill to the network that
the prefix is owned by

Or in other words, yes, for example if you put an Orange facia onto a
Vodafone mobile, it wouldn't matter a damn, it's still vodafone! It
was kind of a joke anyway ;o)
