Is message delivery reports disabled on the Nokia 3310 or is it just
that particular operators don't support it?

02 don't support it but you can still get a delivery report by prefixing
your message with *0#

All but O2 support it, but only CPHS Sims hide the menu,
O2 isn't CPHS so shows the menu it can't use.
