Friend currently working (including board) for voluntary organisation
where they are not permitted to use the in-house landlines for internet.
She has a laptop and wants internet access for e-mail, surfing and
Skype. Any suggestions for best way to do this (budget is not high).
She is currently in the Lake District (Grasmere). I'm suspecting a
mobile (which she doesn't have yet) with broadband package, probably
starting at about £10/month with some up-front fees?

First things first...
Coverage is very patchy around Grasmere. If there is any at
all where she is, she may well be restricted to just the one
network that actually has coverage.

And the likelyhood of 3G/HSDPA coverage is even less.

Suggest walking up/down street and knocking on a few doors.
Maybe someone will let her share their home/business WiFi ? Might involve
an unofficial gift in return (because reselling probably against first
owner's contract). Then work out the WiFi aerial issues - she may need a
USB external aerial to get best signal from the donour network, or might
have to go round to actually get a signal.
Any mobile solution is going to be low quality in that area; highly unlikely
to be a 3G network.
Or have some words with the management of the voluntary organisation; their
restriction seems a bit onerous if she was covering the full costs.
