Just to add I thought it would be handy if it can have a number of
alarms as he needs to take different medication at different times

Doro HandleEasy 328gsm, it works on all UK networks (apart from 3).
Seems to retail for £99, but they sell on ebay for about £85-ish.

If you don't mind second-hand, a Nokia 3310 or or 3330 should do.
The screen is mono, but the font is easy to read.
The buttons are big and easy to use.
I set up the phone for my mum with all of the numbers she was likely to
need, and she just presses the big scroll button until she gets to the
one she wants, then presses the other big button to dial.
It has an alarm function, too.
I've looked at many of the newer phones, but haven't yet found one as
suitable for use by older technophobes with dim vision and arthritic
fingers.
One thing I did, to make it easier to use - I coloured the two main
buttons, one green, one red - to make them stand out more.

I'd recommend a phone that has red telephone/green telephone symbols on it,
so you can explain 'dial the number and press the green button', rather than
having to explain the what the joystick does depends on what it says on the
screen next to it, or not-quite-so-nimble-any-more fingers struggling with
pressing it the wrong way. That way they don't have to look at the screen
at all.

Yup, which is why I suggested the Doro 328gsm as pictured here:

Large buttons which aren't easy to mash together, green 'pick up' and
red 'hang up' buttons, with A B C D along the topped for fixed
dialling. Loud ringer, uncomplicated design and uber-loud hands-free
speakerphone.
It can receive text messages, but not send, it's easy to hold with a
rubber design.
I saw it advertised in the Saga Magazine a few weeks ago.

Okay, it's not £9.99 from Argos but would you rather have a phone that
the friend or relative has but doesn't want to use so leaves it off
all the time as it's over complicated or pay £100 for one that they're
not going to be afraid of using?
I think it even ships with the PAYG SIM of your choice too.
Anyway, just my 2p's worth.
