I'm considering porting my number from Orange to o2, partly cos I'm finally
at the end of my tether with their heel-dragging when it comes to action
that might mean I'm leaving, also because I can get my new phone cheaper.
Can I port my number back to Orange (or another network) once the 12-month
contract is over?

Yes.  And Orange will probably be grateful for it.
The way porting works is that you initial call request goes to the operator
who originally "owned" your number, the operator then passes the request to
the network the number has been ported to.

All this adds a little extra overhead to the system (one of the reasons the
US porting market has been so slow to catch on) and operators will gladly
take you back.

Only the call setup request, not the call.

See http://www.mobileshop.org/howitworks/databases.htm and look for
the bit about the Number Portability Database (NPDB)
