Can't you just get a free e-topup card from a local shop, register it on the
top-up line on 450, then if that is successful top-up using that and make a
call somewhere? Or even just buy a good old fashioned top up voucher as
they are presumably still available? I can't see why one would need a phone
number for either but certainly with the swipe card you can't lose out as it
wont cost you anything to know if you can register it.
Back to the phone itself. Does the phone's communications log include your
sender number in its information? If it did then even a failed call might
register, and a call to 450, 452 or 453 certainly ought to.

the phone is registered to someone else i bought it off ebay and wanted to
top it up, it was new sim card, but the previous owner had it registed to
them and they dont know what the registration details are and orange say if
i knew th number i could reg it. the person i bought it off is being
brilliant

As he said, register an e-Topup card to it. Once registered (as long as the
previous owner hasn't registered 5 cards already), it will read out your
phone number.
