Yes, Labor Day is one of the VZW holidays.  Whether you get free calls
or not on Monday depends on your plan.

In my area, (SF Bay, CA), these holidays are "off peak", not "weekend".
My NSR plan has a weekend promotion, and calls on these holidays always
show up as "off peak", and charged to my regular monthly allowance. Calls
on Saturday/Sunday show up as "weekend", and come out of the promotion.

If you are on the "usual" nights+weekends deal, then the holidays are
covered (under the "nights" == "offpeak" part, not the "weekends" part).

And we haven't scatched the surface, yet.  My wife's old Local plan had only
Weekend minutes as Off-Peak, and yes, all holidays were billed as Off-Peak
and were deducted from her Weekend allotment.  Her new plan has no Off-Peak.

And then, our list of "Holidays", both her old plan and my current plan,
are:
-New Year's
-Memorial Day
-4th of July
-Labor Day.
-Thanksgiving
-the Day After Thanskgiving
-Christmas.

There are plans that include more days, like Easter and President's Day.  So
there is only one answer, call CS and check your plan.  Sometimes even they
get surprised by the answer.  And a few users here got letters saying they
won't get holiday minutes any longer.

I was in the store today and asked and I was told the only holidays that count
as weekends are Thanksgiving, Christmas, and New Years.

What part of the country?  I know from first hand experience (at least
in the southeast) that Memorial Day, Labor Day, and the 4th of July
are all considered holidays by VZW.  The bills don't lie.:)

To further confuse, I have one very old plan that I believe has 10
holidays, and the one from last year has 6--I would call, as you say its
plan specific.

My 6 holidays are   New year, memorial, July 4, labor, t/g and xmas---

the original rule was if the banks are closed then yo get free calls,
but not on the latest plans

I have not received a bill yet.  New customer :)
And if I go much  further South East, I will be hanging out with Castro.
