Free 1xRTT on Razr prepay phone

I was playing with a Verizon prepay phone that had expired
minutes and discovered I could make a 1xRTT DUN connection.

Is this normal or an oversight on Verizon's part?

Apparently a huge oversight.  I recently bought a Samsung i600 (a four year-
old WinMo Smartphone) on eBay for $25, hooked it up with PagePlus (a
prepaid Verizon reseller) and have been using the free 1x data without
using up any airtime.
