Sound of the Qualcomm E911 Hiccup?

What's this chip-bug enhanced 911 dropout supposed to do?  Amidst the
generally improving service I'm getting from Verizon most of the day, I'm
hearing more of a little dropout, a one-syllable hiccup in both sidetone and
received audio, every 90-120 seconds.  Yet NYC isn't supposed to have E911, is
it?  Or is it a satellite-finding thing?  I hope my phone doesn't have to find
a bird in Manhattan's canyons - never happen.
