PRL SYS code question

Is the new term PRL similar to the old term SYS Code.  If for if yo
wanted to force a phone to roam say from the normal verizon system to a
sprint system, if the sprint syscode or prl were loaded in as the sys id
(code) would this work?

PRLs are *lists* of SYS codes.

Lists of SYS codes with additional structure, such as geographical
groupings, priorities, frequencies, and roaming indicators.
