Data charges query - 1x/csd

I've heard many people voice displeasure over VZW's sudden charging of
data calls using voice minutes.   My main question is:

Are the data calls being charges for both 1x and csd connections?

Clarification would be greatly appreciated.

I've used 3g 1x Data on my LG8000 for absolutely no charge whatsoever.  No
minutes no money. If I dial my own ISP not using 3g 1x Data I get billed for
minutes of use only.

I have the AC2 plan in Colorado.

In New York, I had a CSD plan and was not getting charged. Verizon was
"nice enough" to switch me to a Treo after putting me through a year
of Smartphone hell but neglected to mention that the 1X network is not
free and will likely require you to take out a $45-50 per month plan
for unlimited wireless. Any of the other plans will quickly result in
higher charges since the plans ludicrously deal with up to 5 MB of
data and then a higher charge afterwards.
