If I get a Samsung i600 from Amazon with a new 1 or 2yr AC service
contract, is it possible to change that plan to the PDA data plan
within a few months.  Reason I ask is that Amazon only lists AC plans
with this phone and I really just want the PDA plan only (since I make
few voice calls).

On a related note, with an AC plan is there any data/internet allowed
at all? Like at extra cost or something? I really don't need both AC
and PDA together.

Now, change it now.  You can change your plan once every minute if you like,
although some of the plan changes don't always "stick" till midnight.
Depending on your plan change it may/maynot reset your contract.  Do it
right away, and it shouldn't be a factor.

And yes, there are data only plans available to you.  It doesn't matter if
it is a PDA, and if you elect this option, you won't have any voicemail or
nights/weekends; but then I guess you don't need.
