Is this service really as simple as it sounds: I get off the plane in
France, Germany or UK and simply switch the phone from CDMA to GSM and I'm
done? I understand the rates start at $1.29 per minute and go up from
there.

I believe that is correct. While in Europe I believe you will use he
Vodaphone network. Cost is comparable to getting a debit type phone AFAIK
